The Regular Meeting for General Purposes of the Yough Board of Education was called to order at 7:47 P.M., on Thursday, February 18, 2010,  in the Yough Senior High Large Group Instruction Room by President, Ruth Bisko, with the Pledge of Allegiance and Salute to the Flag.

CALL TO ORDER

ROLL CALL

Roll call was taken with the following members present:  Allen,  Bach, Harvey,  Knor,  McClaren, and Bisko.   Absent were Appolonia, Koget, and Nogy.  Also present were Superintendent,  Dr. Denise Shipe;    Yough Intermediate/Middle School Principal, Thomas Paterline; Business Manager, Michael Wrobleski;  Acting Athletic Director, Thomas Evans; Technology Coordinator, Timothy Scoff; Solicitor, Gary Matta; the Press and visitors.

REPORTS:

Report from our representative to the WIU#7 and WIU#7 Legislative Council – Ruth Bisko – Approved operating Budget.

Report from our representative to the CWCTC Joint Operating Committee - Dwayne Koget, Ken Bach - Alternate

PSBA Representative – Linda Knor – The next joint committee meeting is July 27th.

Federal Programs -

Technology Report -  Mr. Scoff – Snow delays (All Call) working great.  Doug worked good deal on Yough website.

Athletic Report - Mr. Evans – Girls Basketball playoffs, Mike Williams will sing the National Anthem.

Business Report – Mr. Wrobleski – Budget still looking within index range.

Motion by Allen, seconded by Harvey approve the minutes of the previous meetings of January 14 and 21, 2010.  All present voting aye, motion carried.

Motion by Knor, seconded by McClaren to approve the Treasurer’s Report for the General Fund and Summary of Investments as presented.  All present voting aye, motion carried.

Motion by Nogy, seconded by Koget to approve bills for payment in the amount of $1,353,785.95, payroll in the amount of $856,943.27, for a total disbursement of $2,210,729.22.  All present voting aye, motion carried.

BUDGETARY
TRANSFERS__                                  

Motion by Allen, seconded by Bach to approve the budgetary transfers as presented.  All present voting aye, motion carried.

PURCHASE
STATE INCOME
LIST____________                                   

Motion by Knor, seconded by Bach to authorize the purchase of the state income tax list from the Pennsylvania Department of Revenut for 2008 at a cost of $275.00.  All present voting aye, motion carried.

ENERGY
CURTAILMENT
AGREEMENT____                                   

Motion by Knor, seconded by McClaren to approve the curtailment service agreement between Comperio Energy, LLC, d/b/a Clear Choice Energy and Yough School District at no cost to the district, at an estimated two year revenue stream of $28,000.00 pending the solicitor’s review and approval of this contract.  All present voting aye, motion carried.

SECRETARY’S REPORT:

Executive Sessions were held on the following dates:

OLD BUSINESS:

Windmill – no money for the fencing that we were supposed to get.

BOYS BASKETBALL
COACHES__________                               

Motion by Bach, seconded by Harvey to accept the resignations of Edward Marko as Varsity Boys Head Basketball Coach, and Edward Camic as Assistant Boys Basketball Coach effective January 31, 2010 at a prorated salary, and to post and advertise all Boys Basketball positions.  All present voting aye, motion carried.

WRESTLING
TOURNAMENT__                                   

Motion by McClaren, seconded by Bach to approve wrestlers (that qualify), and coaches to attend the PIAA wrestling tournament in Johnstown and Hershey, on Thursday, March 4th & 5th, and March 11th & 12th cost will be determined and money is budgeted.  All present voting aye, motion carried.

Motion by McClaren, seconded by Allen to employ Stephen Ohler as Assistant Girls Softball coach for the 2009-10 season at a salary of $3,351.00.  All present voting aye, motion carried.

Motion by McClaren, seconded by Bach to employ the following track coaches (clearances are complete):

Middle School Track Coach -    Mark Cornelius    -    $2,667.00
Assistant Middle School Track Coach – Nick Keefer    -    $1,662.00

Motion by McClaren, seconded by Knor to clarify this motion to read – Recommend the Board of Education change the teaching status of Jessica Schwartzmier from elementary Librarian to elementary Librarian/technology teacher effective January 25, 2010.  All present voting aye, motion carried.

MAN___________                                   

Motion by McClaren, seconded by Allen to employ Brian Dadey as a maintenance man at a rate of 17.30/hr. and benefits as per the AFSCME contract in effect (2009-10 – 2013-14 school year).  Allen, yes; Appolonia, absent; Bach, yes; Harvey, yes; Koget, absent; Knor, abstained; McClaren, yes; Nogy, absent; Bisko, yes.  Motion carried.

FOR WEST NEWTON
ELEMENTARY_______                               

Motion by McClaren, seconded by Harvey to approve the contract with Sunesys for the fiber optic connection to West Newton Elementary School, as presented.  All present voting aye, motion carried.

OVERNIGHT
CONFERENCE
REQUEST______                                   

Motion by Knor, seconded by Bach to approve the overnight conference request of Chris Ritz to chaperone and attend Regional Choir Festival through the Pennsylvania Music Educators Association, March 10-12, 2010, Butler, PA.  Teacher must accompany and stay there with the students.  Budgeted.  All present voting aye, motion carried.

CITIZEN COMMENTS:

Sherry Brown – History teachers – one left last year and not replaced, class sizes are large
    SAT prep class – same time as AP class, could be change for AP to be able to participate?  Dr. Shipe – we will look at
scheduling
    Two gym teachers – 800 kids – could we get another gym teacher, Dr. Shipe will     at the scheduling.
    Who teaches alternative gym
    Auxilary gym is now the new weight room?

Bus Driver – Got fired says STA did not fire him some from here did.

Carl Spudy – How do children get the five days of education back if governor does not     approve 5 make up days?
     Why are schools so hot?
